It could also be as simple as they truly do want to fund the project, and have agreed to fund up to their maximum 20% allotment. A smart business decision would be to feed the money in at intervals rather than a lump sum which is the case.
Out of curiosity, would shareholders make any kind of return if Chia did make a TO? And technically don't shareholders get to accept/reject a takeover bid? As well, IMO Board would not be confident in their project if they did recommend we accept.
