I say if they want a bid they will bid once they secure 10%, there is no need to go 20%.
Once 10% is secure you should see their intention
at 20% you have to make a bid for it or use creeping rules, no one use creeping rules except cheap ass billionaire
they could also be just an investor who want to secure a
large stake and have their say in running the business and profit, either way it it all good long term for the business and shareholder.
