Vaneck buying and selling is abased on algorithms, there isn't someone looking at the drilling, etc and going this looks good. It is a huge investment fund. Each year they essential do a rebalance of all there holdings in multiple companies. Last year they sold SAR and NST down, year before they bought.
I wouldn't put much thought into it.
It definitely isn't like a small broker house or private investment firm buying in as they do DD before they buy.
