    There is perhaps one other option. Wait for it go to VA and then buy it as as a going concern from the administrator. - after transferring the bits they do not want to another entity for the administrator to flog off elsewhere. In this way may get what they want without having to deal with holders. I am not an expert but they may have found a way such as that. Not sure what powers the administrator has and whether the VA voids the permits. Somebody more knowledgeable may be able to rule this possibility out.

    The main reason for this approach is that this would avoid confronting angry holders refusing to sell just to make life hard for LNG9. I would be one of those.
