No. They don´t own the stocks. They buy them and package them in stacks of 100 each and sell them on the NASDAQ as ADR.
Given that there is more liquidity for PLL on the NASDAQ it makes sense that more than half of the shares end up being traded there. Expect further increases from BNYM....
