The challenge is that Ruffy is Chairman of PACT and he has been buying PPG privately.
PPG's rigid division does compete against PACT however it is a scrap-bag of assets with very little interest/benefit to PACT other than ensuring it stays out of competitors hands.
As for the flexibles business, well that could be of interest to PACT as they have no presence in this segment.
Ruffy must not be involved in an Acquisition of PPG as there is a major conflict of interest.
On the other hand, the flexibles business of PPG is also a very interesting business for Amcor and Ruffy's position blocks Amcor from a takeover.
The end game could be similar to what occurred with NCI. Ruffy just sits there and blocks any potential for acquisition in the hope that the underlying business will grow! (which the flexibles can)
