Mellon Bank NY has increased its shareholding. Look at the number of shares held, not the percentage. Percentage has gone down as a result of the recent CR in Australia (US holders cannot participate in any CR's).
Your statement is misleading. Substantial shareholder is actually increasing its shareholding in absolute terms!
