I think that is what Kickstarter meant as the US holders need to get more shares over there as the holders did nit have a chance to participate in the CR so BNYM needs to buy and transfer shares so US buyers can keep their % relatively stable (or even increase it as that is the market that is going to need more shares once KZA progresses)
