They don't ... they are just the custodial bank ... PLL trades as an ADR on NASDAQ ... so as demand for PLL shares goes up in the USA then the shares must come from somewhere .... and the only place that is is PLL.AX ... Every 1 ADR is equivalent to 100 shares from ASX.
Net net .... the custodial bank must match up the ADRs by buying extra shares.
