They've been selling since 13.88%. Who is going to want to buy it when the market knows there is that much overhang and knowing Regal's MO, would happily flip for pips. Even though they are selling under CR level they are still probably net profit if you factor in the selling above 6c and they might have even got a fee for underwriting the entitlement issue.
The stock isnt the issue. Having someone like Regal with that much ammo on the register is always a huge deterrent.
