I'm not a publically listed company expert, but from the notice, it seems that a company can issue up to 15% of its existing shares to any party in a new issue without shareholder approval. I believe that it was temporarily increased to 25% after the pandemic hit but that limit has now reverted to 15%.
Anything above that requires shareholder approval, hence the second tranche of 43,333,333 shares can't be issued until the shareholder meeting proposed to be on 13th May.
