I dont think it makes any sense for them to buy 20% if they want to acquire the business. Insiders have enough shares that if topline want to acquire they need to come to an agreement with management, so there's no advantage in already holding 20% they're just trying to buy as much as they can and now they've hit the limit. That's how I see it. They'll likely just hold on and look to sell to other institutions years down the track IMO
