Lenders can call up for their shares at any time, in general. So shorters would need to buy back on market and return to lender. Look at hwat happened to BAL shorts after TO offer. From 15% to 2.5% on TO news and then some hedging activity to take back to 7.5% before final close out.
PS. Can't price TO off latest SP. Needs to consider 30, 90, 180 day VWAPs.
