There are many particular situations that happen, that will not reoccur the same way... very good point mate I might argue you are never standing in the same spot twice - given the nature of where we are in the universe at any given time but to bring things back a little:

Folk are talking volatile high volume periods in general - Specifically you are right - Directors cant dump in excess of 100m shares into news anymore, no. I am glad we wont need to relive that. Doesn't mean 50m, 100m 200m shares don't change hands some other way. Doesn't matter where the volume comes from if it is there.
