Well, your understanding is correct but there are reasons for shorting besides an unrelated borrower just betting on a falling shareprice. So if I may answer your questions with more questions: Who would short a speccy biotech, and why? Who would facilitate the borrow, and why? Why did Fidelity dump a quarter of their holding right before an expected significant FDA approval?
