They only sold ~1.8 million shares over 3 months at the beginning of the year. This amount of shares has been traded in single days recently so no it has nothing to do with the current stock price.

To clarify, my comment was not to suggest that Regal's selling is the primary driver of a suppressed share price. The comment was to only acknowledge a source of the supply that has played some part (not substantial) in keeping the share price relatively down.
