Wouldn't a renounceable rights issue, e.g. 1 right for each 15 shares held, exerciseable at $3.00, initially exactly preserve everyone's ownership percentage?
Yes, the rights would be bought and exercised only by those with the funds to do so. But this need not necessarily be the largest holders.
