DMA CFD is just Direct Market Access CFD, meaning it's only buying/selling directly into the markets, on the back of real orders by underlying clients, who are most likely retail punters.
As for other CFD providers like IG, sometimes they hedge their markets position in the market, but they don't deal directly. That's why it's also known, when it's non-DMA, you are actually betting against the house.
So to answer the other queries, IG might not offer it because IG are most likely not DMA providers. On top of my head, I'm only aware of Invast/FP Markets being the two biggest CFD DMA providers around.
