So effectively they are buying the stock so they can then borrow the shares off themselves to "short" their own holding. Their game plan is just to create volume and volatility and trade it. So not at a all a long/short strategy in the true sense of it - its actually a market manipulation strategy. How do they not have to report the shorting against their substantial holding, guessing they must be doing it in another subsidiary - or there is a loophole in the substantial holders reporting requirements that needs to be tightened.
I assume you know you don't have to hold stock to short it right, you can just "borrow" stock from a custodian or margin lender if they have short selling available.
