It's not necessarily an either/or question in my view.
Looking at the recent history, they've been a substantial ( > 5% ) holder since November 2022. Prior to that they crossed back and forth around the 5% threshold a few times. In 2021 during the buyback (which they conducted for A2M), they conveniently also increased their stake up to 8% at one point before selling back down after the buyback ended.
So while it is impossible to know the answer to your question, it looks like they've maintained 'genuinely long' position (~5%) and increased past this to capitalise on shorter term trading opportunities, which could definitely include shorting the stock if they think there are profits to be had that way.
