Mine site diesel is exempt from fuel excise and cannot legally be used on public roads. It was never the price assumption used by the haulage contractors estimating ore haulage costs from G*by to Tenindewa for AVL using their own haul trucks and fuel.
Conflating the two is misleading.
I really don't think this is particularly mentally challenging.
