If you can't read then that's your problem.
It is very clear to those who can read that the 79c/l diesel price assumption applies only to mining operations and that the ore haulage price was based on quotes from haulage contractors, who provide their own haul fleet and their own fuel and their own drivers.
You might wish things were different but that doesn't make it so.
