    The legislation needs to change as it determines the punishment and currently gives offenders a slap on the wrist asic needs to be burned down and all staff fired for incompetence and built from the ground up. The ones at the top quite literally turn a blind eye to their mates conduct and will be prosecuted for aiding in market manipulation
