it is matter of looking for the worse assets, run by mamagement with little prior company building experience, especially those with little focus trying to save the day by doing 100 other things (airports, leasing camps, milling old stockpiles, diversifying into other minerals,… because they are desperate and are trying to save a sinking ship. suggest you try it one day ;-)
