"One possibility would be for a large holder to borrow shares from itself and short sell them - then buy them back at a lower price."
How can you borrow your own shares? You can't. But if you believe that the sp is going to fall, you can just sell your shares. Then using the proceeds to buy more shares at a lower sp.
That is absolutely legal. And legally that is not considered short selling. You have the right to sell and buy your shares anytime you want to.
