18M$ is not enough funds to move ahead ? if that the case then all biotech stocks are toast 1AD, RAD to name a few. only big difference is extremely low MC PER has and this has been primarily caused by platinum asset who dumped their holdings not caring what MC it was at. give it few weeks and this will be back at 2c to 3c range.
