so here’s my understanding - they “borrow” shares so that they can sell them “short” (hoping that the price decreases by the time they have to buy them back and return them to whoever the borrowed them from, or they “lend” them to someone else who wants to sell them short. Of course they pay a fee for borrowing or charge a fee for lending.
