Who knows? They might be the ones doing the lending. One reason I believe large holders lend for shorting is that selling a significant portion of their holdings would likely drive down the share price anyway. By lending instead, they can retain their position, earn interest, and potentially use the proceeds to buy shares at a lower price when short selling pushes the stock down.
