The optics of them taking up their full entitlement at this price would be too much for some! Maybe the bad press has worked and left the door open for those who did take up their full entitlement to pursue the shortfall offer (accompanied with free oppies) between now and three months. Or have the other women in the Hopper clan loaded up and also looking at the shortfall as a potential windfall? It's a fair certainty that those who could pay 0.005 then, could pay 0.005 when the stock is at a premium to that price. Hmmm... scammed again by the players!
