If an Institution seeks to buy more stock would they rather buy at a lower or higher price. If the former is logically assumed, could there be a motivation for the Institution to sell & buy to themselves to lower the price into an agreed buy zone. The result can be a net increase in holdings at a reduced price.
So to answer your question, it is not necessarily some naive seller rather a sophisticated buyer that is pushing down the SP.
That essentially how the Market works like it or not.
