That does not always hold true
If an Insto wants to buy at a lower price and dump shares to start a panic by retail holders, given their aim to buy more ( at a cheaper price ), they will be a net BUYER.
But they will be the ones starting the panic sale and will buy at their predetermined lower price. Retailers panic and sell NOT BUY- so in the end Commsec holds more sells than buys.
