To be honest, I haven't been following the details of this study closely - I'm guessing it's the one announced on 20/07/16. It's standard practice that any research study at all that involves the recruitment and participation of patients or other volunteers needs ethical approval. It doesn't matter what the study objective is. If you have to recruit a patient or healthy volunteer to achieve that objective then the study needs ethical approval. Even if it simply involves asking the patient one single question, it needs ethical approval. Having said that, it's nothing to worry about...just a standard piece of the research process.
