I agree the delay is process driven and a Ministry trying to find direction a free being turned upside down.
The whole state of the mining commission and the new rules and all of it is a huge mess. It may well be just as hard for the department staff to work out what’s what let alone the wannabe miners. Management from all the foreign miners that get discussed here have all been in direct contact with the department, ministers and the president. You would hope that from these discussions they are all keeping abreast on what the requirements are as they get clarified by the ministry and are then acting accordingly to move forward, filling out the new standardised pledge forms ASAP for example. Wording like ”preference” is possibly unhelpful for all involved in assessing application. When should one prefer one application over another?
The use of the word currently I think is appropriate considering the state of the ministry navigating the new laws and then getting submissions and objections over the use of Tanzanian banks for example, where the ministry then say ok we need to look at this and it may change. I think the intent is as of right now they see no reason that the Ml application would be rejected BUT that could change. This is where the IF’s come into the equation. There are still too many IF’s for some which is fair enough.
The industry as a whole would get a better nights sleep if the ministry could remove the IF’s.
I think as far as compliance and rules go all the companies will get there, hopefully soon then later.
