If you look at the price that Barlow is accumulating it is around the 3.9c mark. Bet you they are driving the price down to accumulate, when they have had their fill they will let it appreciate and then sell.
Take a look at the notices when the directors buy and sell, it's always very well timed. They buy low and sell at highs.
