So through a quirk in the 3% rules, the capital raise pushed them down and the 3.8% is basically +0.8% to regain parity with the pre-raise percentage ownership and the remaining +3.0% is pushing the ceiling of the 6mth window again.
Between two fixed points in time they will not exceed +3% but choose another 6-month window and they would exceed +3%.
So through a quirk in the 3% rules, the capital raise pushed...
