A "performance right" is a contractual right to receive a given number of ordinary shares if a nominated performance milestone is achieved. The shareholders approved the allocation of the performance rights at the last AGM. When the SP or organisations performance reaches the level specified in the contracted terms then the shares are issued against the rights. So the issuing of the shares against the performance rights is the thing to look for with regard to determining whether production milestones were met.
