The law is not concerned with "information that us mere plebs know nothing about", it is concerned about market sensitive (privileged information).
Your assumption that there is some very good news coming on the basis of this Director buying is wrong. The director would not be allowed to buy under the trading policy and the law if the very good news you are talking about is actually market sensitive (and they possessed this information at the time of trading).
