You're right, its virtually a non event. What is more disturbing and relevant is the announcement that a licence was imminent when its fairly obvious that it was not. The main point being having confidence in future statements that emanates from that quarter. If they subsequently decided that it really was inconsequential then a statement to that effect is what would be expected. Your looking at the symptom not the cause my son.
