For example you make reference to "1100 piles" and "dewatering".
Where does that come from?
I am guessing that the "piles" that you refer to might have actually been drilled bored piers, which would possibly explain why wet ground condition could have been an issue. In which case you think about using some other type of pile or some other footing system, rather than spend a fortune on dewatering the site. It is not a 20 story building!
