IMO the full participation of directors is a good sign and shows they are putting more $$ into their holdings, it's not as positive as buying directly on market but the next best thing they can do.
I guess you could also say that the shares issued to directors are in safe hands and aren't going to be sold quickly on market for a quick gain.
