It's all very clear. See the sub notice 22 April. PVL sold half its 110 million shares to some one at 0.0086 cents, assume related parties. Almost that exact amount (55 million shares) has been flipped to someone at 0.01 through CMC brokers over the last month . Multiple sellers, one buyer, that new buyer must be very close to needing to lodge a Sub notice.
Yes, we have no idea who the buyer is, but Garner was well aware PVL would rightsize its position (using related parties) after the failed vote for control and appears to have found an investor to back him pre the new asset
