yes, the same guy has reloaded at 0.01 with 5 million shares to buy everytime its goes offered at 0.01. But it "looks" like same guy is flipping some out at 1.1 cents as well, so keeps sitting just below substantial , despite buying over 50 million shares there now. I think Garner has just found someone to smooth the price action post the failed votes and PVL right sizing , otherwise PER would have traded 0.008/0.009 for a while as we await the new drug and business plan.

Chart suggests a range breakout is coming at any time, and for mine that has to be to the upside right. Someone of Garner's obvious calibre and connections will find a good opportunity soon. Oh and he owns 5% of PER, got to love that
