It makes no sense. First he's a seller and now he's a buyer and meanwhile the share price has been very stable around $1 for the past few months following a rapid decline.
My guess is that the price is being kept propped up with buys here and there, while the big shareholders are offloading their shareholdings as retail investors buy the 'bargain'. It all looks like a way of drawing out a sell down given the stock is so illiquid.
