Directors and staff can normally buy as many shares as they want as long as it is inside designated buying windows. Why would i care if he bought millions of shares based on his views as long as it is within the share trading policy of TTT?
But absolutely it seems a strange act to buy a handful of shares when he already has a quantity so large that the recent purchase is immaterial.
