The Chair needs to be seen to be demonstrating belief in the company as an investment.
If he has lost that belief, then he should move on. Then he can freely sell his shares.
It really annoys me when I see directors taking a very substantial director's fee and offloading their shares at the same time. Hardly demonstrates much confidence in their own stewardship.
