the problem with the Notice of change of interests forms is it is an Australian Law (Corporations Act), the law stops at our borders. If a foreign entity owns shares in a ASX Listed company, has a change in ownership, the Australian Law has no real force in that foreign entity's country.
the forms are lodged with ASX not ASIC. It's not that the ASIC are falling asleep, it is more that they can't actually do much about it.
