You are aware,sle of the 40kt production required for 2015 and 2016 point of Stephen Riddle of Ashburys in the key note Berlin Conference ?
He's saying that 40kts in new demand is an industry estimate for Current Producers of Graphite to DIVIDE amongst themselves in Production to meet demand.
Currently there are producers NOW Flinders TSX Stratminco AIM and VXL ASX producing and offtaken for 5/10 kts with plans each to be doing 15kts in 2016 = 45kt+ just in those 3 against the Riddle 40kt. There are others in the SRI Lanka veiners also going for 2016 production of 15kts.

So can you see that in TLG scoping study that 2017 they are doing 40kt of 'bland' $400/tonne for their standalone GRAPHITE Operation may be spooking the holders ?

What has to be realised is that Riddle is NOT talking 2017.
Between Now and 2017 established offtakes with say the Chinese by Euro End Users are for Renewal and it is the "Plan" by the new mines TLG and KNL to Import Replace their kt's into Europe especially.

now because I cross reference,name other shares it's best I operate in Graphite thread wiith my Sector Comments. I'm in TLG and am planning to swing trade out of this pit my 15k 35cent holding. TLG with the Graphene is unique in my Boutiques Portfolio of three ASXers
in the run for 2017 production. I'm not in VXL.
