I got the 3000 local shareholders from a post some time ago on the Hotcopper site. No details were given of their actual holdings. I do not know how to do a search for the post.
What I do imagine is that the local shareholding will only increase with the new mining rights that will need to be negotiated for mining to recommence.
The existing local shareholding is just part of the factual matrix that leans towards favouring Boc to return.
