In order to ensure sovereign risk is minimised the current shareholding ratios need to be adjusted to ensure any imbalance in equity is addressed.
It seems clear to me the people of Bougainville will only allow mining if they feel they are being treated even handedly.
Thus ownership and or rights need to be linked to realistic expectations and if this happens the mine will go ahead and in all probability the miner will be Boc.
