If his baseline for 30% of the company is $0.016 (presumably about right without knowing what was paid for the first 15m) it always makes sense to buy below that price - this purchase was $0.0156 or something.
Other thing with this purchase means nothing material near term (at least anticipated) although there was expectation on October ? What's the director window for trading stock ?
